In a drowned world, a surreal underwater city has grown from a converted and expanded floating oil rig platform on the surface, the city beneath the waterline has grown down, the 'high-rises' extending toward the sea bottom; the platform retains the center tension leg structure anchoring it to sea bed, the top has been converted with industrial level collectors of solar, tidal, and wind power with a desalination plant in the center; beneath the water line is the upside down city with external elevators and small bubble cars, a stream of air bubbles up from the bottom most utility on each building, which has it's own cable system anchoring it to the seabed
The first thing that came to my mind when I read (misread) this week's challenge was an upsidedown city. Only later did I reread and discover the challenge was an upsidedown house, but by then I was simply lost in thinking about upside down living in all sorts of ways...
