The only time you see them in rougher neighborhoods are when they are clearing a low-income section 8 housing apartment that put a weapons ban on the lease agreements and they'll destroy that entire apartment building without a single warrant. The only reason we haven't had a gang war between criminals like ICE and local gangs is ICE seems to purposely be going into the neighborhoods they feel safest.
