The only time you see them in rougher neighborhoods are when they are clearing a low-income section 8 housing apartment that put a weapons ban on the lease agreements and they'll destroy that entire apartment building without a single warrant. The only reason we haven't had a gang war between criminals like ICE and local gangs is ICE seems to purposely be going into the neighborhoods they feel safest. I mean they are seriously getting into fist fights in front of High Schools. I guess a bunch of guys that would fail the fitness requirements for law enforcement and the military can't be expected to take on anyone that might actually fight back. Can you imagine how scared these mall cops would be if they accidently went somewhere with real violent criminal activity?
