This is possibly a hoaxer seeking to capitalize on sightings of a hooded ultra-terrestrial in the area around the park, as shown in 5A in this series. The hooded entity, known as "Shadowman," was reported to give off white light and to be translucent around the edges - again, as we see in 5A. On the other hand, the solidity of this figure might be the final stage of the transformation process itself.
