The ring's true power is its ability to corrupt the will of mortals. It feeds on the desire for power and drives even the best to evil. Frodo is chosen because he isn't powerful. Hobbits in general don't really have much ambition beyond eating and being comfortable so they are innately resistant to the ring's pull.
The Burden of Knowledge: Bilbo was largely unaware of the Ring's true nature for most of the time he held it. In contrast, Frodo knew the Ring was an object of immense evil and that it could destroy him. This knowledge added a psychological burden, making him more susceptible to the Ring's corrupting effects.
