When this popped up, I immediately thought of a term used in the novels of Charles Dickens. It is the term "screw" as a means of packaging a small amount of dry goods. In Dickensian times paper was far more affordable than glass jars and corks, or waxed fabric and string. I looked and looked on the web but found no mention of the term. So I pulled out my OED (Oxford English Dictionary & magnifier), and there in definition #14 was "A small portion (of a commodity) wrapped up in a twist or cornet of paper; esp. a penny packet (of tobacco); also a wrapper of this kind." And all the examples listed were taken from Dickens.
