In geopolitics, as in strategy games and other parts of life, there is cheap talk (noncommital speak)...and then costly signaling (the communication of commitment through incurred costs on the self...and sometimes also on the other). An extreme and elemental version of costly signaling, sadly, is war. The primary colors here are so eye-catching and elemental (emotionally). This feels "ripped from the headlines."
