The Spee are an interdimensional / ultraterrestrial race that used to spend a lot of time on Earth pretending to be folkloric creatures, but they mostly got over that, unlike other ID/UT species.
The Spee began Sublimating in the Early Modern Period, and in 2023 the main population has all but completely Sublimated. Some, like this one, are just happier with a connection to the physical world and were left behind by choice. These call themselves The Remaining. In the past century or so, many of these ones have pretended to be aliens.
This Spee's robe is an ancient technological artifact, giving the creature godlike powers over the physical world. This is particularly useful for a creature like the Spee, who are partially consciousness-based. The Spee don't usually need tech to pretend that they're pixies or Grays, since they can affect the mind of the experiencer.
