In J.R.R. Tolkien's Middle-earth, "High Elves" primarily refer to the Calaquendi, or "Elves of the Light," who saw the light of the Two Trees in Valinor. These Elves, primarily the Noldor, Vanyar, and some Teleri, were the first Elves to be awakened and migrated to Valinor. The term "High Elves" is often used interchangeably with Calaquendi, referring to Elves who lived in Valinor and were considered more enlightened and civilized than the other Elven races that remained in Middle-earth.
Sauron had power over the other rings of power as long as he had the One because they were made using his techniques but the Three were forged solely by Celebrimbor and so were not corrupted like the others. And when the One was forged the Elves took off their Rings and hid them until his defeat.
