What on Earth is all the Noise about? Protester on the Main Street in Weirdville against the City Mayor's taxation scheme to charge people for the air they breathe in public places. Joining the megaphone monster are concerned citizens with placards.
A cinematic medium shot features a crowd of grotesque, gaunt figures protesting on a wet, cobblestone city street at dusk, with a towering, nightmarish creature dominating the left side. The creature, resembling a bizarre fusion of rusted machinery and a giant, fanged mouth like a gramophone horn, opens wide, revealing a long, wet tongue covered in saliva. Its body consists of a metallic box with a dial and thin, spindly arms with sharp claws. In the foreground, a horrifying, emaciated creature with bulging eyes and an open, screaming mouth holds a sign that reads "IT'S NOT JUST HOT AIR! WE CAN'T AFFORD IT!". Surrounding him are numerous other skeletal, deformed figures in tattered clothing, holding various protest signs with messages like "NO AIR TAX NO WAY!", "CLEAN AIR IS OUR RIGHT!", "STOP THE AIR TAX TAXATION IS SUFFOCATION!", "AIR IS NOT A LUXURY!", and "BREATHE FREE OR PAY TO DIE". A banner overhead reads "WEIRDVILLE CITIZENS UNITED! NO AIR TAX!", and in the background, a building labeled "WEIRDVILLE CITY HALL MAYOR BLOXTON" looms under an overcast sky.
