These permits are rarely granted, rendering such constructions effectively illegal. Violations of this order can result in severe penalties, including fines and imprisonment. Additionally, the Israeli military has destroyed existing rainwater harvesting cisterns, further exacerbating the water scarcity faced by Palestinian communities
