Conclusion: The raison d'être It is a logical truth that if the citizen disappeared, the job center and the case manager would lose their basis for existence. When the system begins to prioritize its own rules over the person it is supposed to help, it commits an institutional self-target. Observation: The citizen is not a piece in a game – the citizen is the reason the game exists at all.
