The liquid is making a puddle on the floor. An orange cat is crouching at that puddle and frantically licking the whisky.
Hint: The intended (German) pun cannot not be translated directly. It is based on misinterpreting the word "Kater", which could either mean "a tomcat" or "having a hangover".
