A brilliantly colored hot-air balloon drifts above a drought-stricken valley. From the balloon a kindly cloud shepherd tends a flock of enormous sheep-shaped clouds. Using a long shepherd’s crook, he gently gathers the wandering cloud-sheep into a dense flock above the village.
