Is Council Form of Government good or bad for a community- here's the ANSWERS---HIDDEN ACCOUNTABILITY OH WOW IMAGINE THAT-
LACK OF CLEAR LEADERSHIP OH IMAGINE THAT-
Key Drawbacks
Lack of Clear Leadership: Without a single strong executive like a mayor, no one person takes charge during an emergency or guides a clear long-term vision.Slow Decision-Making: Council members must debate and vote on even minor choices. This delays action when the town needs fast results.
Hidden Accountability: When things go wrong, council members often blame each other. Citizens struggle to figure out who is truly responsible for a bad policy.Political Gridlock: Factions can form within the council. If members fight or disagree on goals, the local government stops working well.Risk of Micromanagement: Part-time council members may try to run daily city departments instead of leaving those tasks to trained professional staff.
The primary weakness of the council-manager form of city government is the ability of the appointed city manager to manipulate information and control council decisions. Because part-time council members rely heavily on the full-time city manager for data and daily operational updates, an imbalance of power can form where the manager covertly shapes policy by controlling the flow of information.
