I made the original picture through Stable Diffusion 2 and putting in the prompt: "A_man_holding_a_glowing_sword_is_facing_the_backdrop_of_a_neon_city_in_the_rain_8_balloons_are_failing_down".

I then brought the same picture here and used a different prompt to evolve it, something along the lines of "man in trenchcoat holding a sword fighting a swarm of balloons. City at night"

It did a good job fixing up the issues I had with the original image. I might use this one as a splash screen in a little balloon-popping game I'm throwing together.
