Maybe build a LoRa network, a sort of "people's Internet". Buy up cheap mobile fones, raspberry Pi's, and 12 Volt accumulators, charged with solar cells (if you get enough sun), and gaffatape them up a tree. Hey, TCP/IP <-> Telephony <-> LoRa gateways all over town, lol :) J/K :) Lollity... Maybe even WiFi :)
