Consider that there are 10^80 protons in the universe. Therefore there are 10^40 interacting pairs of protons. Now, 10^40 == 2^137, which is the strength of the gravitational interaction (137 itself is the strength of the electromagnetic interaction, i.e. 1/137 is the probability of a photon, the carrier of the electromagnetic force). This comes from log2(q^2/(4*pi*epsilon*G*m^2)) which relates the gravitational and electromagnetic forces). So, if we count the number of proton-proton interactions in the entire universe, we get the strength of the graviton. Spooky :) So gravity is so weak because the universe is so big :) Caveat : we have not considered that protons are themselves made of 3 quarks, but this only offsets the answer by a factor of 3 (which is in the same order of magnitude).
