Upon learning that humans have mastered thermonuclear energy but are using it for testing on their own planet rather than for space exploration, he concludes that they will destroy themselves and crosses them off the list of intelligent beings.They won't come. Naron, a member of the world-wise Rigellian race, was a fourth-generation galactic chronicler. He had two books—a large one, listing numerous intelligent races from all galaxies, and a smaller one, which listed only those civilizations that had reached the maturity and mastery necessary to join the Galactic Federation. The large book excluded those races that, for various reasons, had collapsed: bad luck, biochemical and biophysical imperfections, and social injustice had taken its toll. However, not a single Federation member listed in the small book had been deleted. The portly and impossibly ancient Naron looked up at the approaching messenger. "Naron!" he exclaimed. "The only Great..." "Now, now, less ceremony. What is it?" "Another group of organisms has reached maturity." "Excellent. Excellent. They're maturing so quickly now; not a year goes by without newcomers. Who is it this time?" The messenger recited the galaxy code and the planet's intragalactic coordinates. "Yes, yes," said Naron. "I know this world." In a smooth hand, he wrote the planet's name in the first book and transferred it to the second, following tradition, using the name by which the planet was known to most of its inhabitants. He wrote: Earth. "These young creatures have set a record," he said. "No one else has gone from the dawn of intelligence to maturity so quickly. I hope there's no mistake here?" "No, sir," said the messenger. "They obtained thermonuclear energy, didn't they?" "Yes, sir." "That's the main criterion," Naron chuckled. "Soon their ships will begin reconnaissance of space and make contact with the Federation." "The thing is, Sovereign One," the messenger said reluctantly, "that, according to the Observers' reports, they haven't yet penetrated space." "What?" Naron was astonished. "So they haven't penetrated? Not even at the space station level?" "Not yet, sir." "But if they have thermonuclear energy, where do they conduct their tests and peaceful explosions?" "On their planet, sir." Naron drew himself up to his full twenty-foot height and thundered: "On their planet?!" "Yes, sir." Naron slowly pulled out his stylus and crossed out the last entry in the small book. This had never happened before, but Naron was very wise and, like any other inhabitant of the Galaxy, could see the inevitable.
