The industrial approach to developing application code (and a lot of system code too). First train your monkey how to use a typewriter :) Then send them on a two-week C++ (or Python, or Cobol, or Visual Basic) course. Then get them to develop a "model project". Then check their qualifications (lol). Then market the developed product, to pay for the training. Remember to put a caveat in the EULA so the end-user can't complain about the product quality or return it to the shop. Then scrap the whole thing, and hire a proper consultant :)
