My uncle used this term to refer to himself, a spin on "disabled." And indeed, he made much of his abilities, just as a cat with only three functional legs does not slow down. Side note: although the AI loves to make animals with five legs, it's strangely difficult to get one with only three; took at least a dozen attempts with different wordings and inpainting.
